• Iran would reaffirm its commitment not to develop nuclear weapons, while both sides would work to resolve the issue of Iran’s enriched uranium stockpile and discuss Tehran’s future nuclear needs. Iran would maintain the current status of its nuclear program during negotiations.
• The United States would lift the naval blockade, refrain from imposing new sanctions, provide temporary waivers for Iranian oil sales, and make frozen Iranian assets available. Iran would ensure free passage for commercial vessels through the Strait of Hormuz for 60 days.
• Negotiations would be held between Iran and Oman, with Gulf states participating in discussions on shipping and maritime arrangements. If a final agreement is reached, the United States would withdraw its forces within 30 days, lift all sanctions on Iran, and support a $300 billion reconstruction fund for Iran.
