Miriam argued that this works only if everyone follows your lead, otherwise the tzadikim will refrain fron having children and all births will be rashoim. The same argument was whether to join the Kneses. If the religiious don’t join, they will do whar they want without objections.

No halacha in SA to be up because there is no gemora. The Beer Hetev quotes the Ari Z’l. Are you mixed up like davening shatz with a beard?
