the whole of western Europe is clearly NOT safe for jews.
neither is Latin America (even though there are large Jewish communities in places like Argentina i wouldn’t call those places safe, the residents there have to go in armored cars to travel from place to place the chief rabbis in those communities described this)
Canada is physically and spiritually like Europe and so is Australia and New Zealand. (violent Muslims everywhere and no care for Judaism)
the Asian countries don’t have much in the way of jewish communities not to mention the natural diesters that frequent there literally all the time.
the former USSR countries (Slavic countries) still have lingering antisemitism from the old days, and even Russia whose government has a decent relationship with the jews is half taken over by Muslims. the weather there is also extreme.
i don’t think i have to talk about the Arabic countries and the African continent (what’s funny about Africa is that for some reason jews believed that they would be safe in the Republic of South Africa and it flew in there faces.
this leaves us with a maximum of 2 options: Israel and America
the big question here is to look whare these two countries are headed in the futureso whare are these 2 countries headed to in the future? consider both physical and spiritual equally.

in your case the kaf zchus is simple: its the non jews fault.

anyone watching what’s going on in Israel, and outside of it,understands that Israel is about to become a very rich country.
and i don’t just mean money, i mean water (especially water) and other natural resources too (finding more of those by the day).
Israel buys a lot of American dollars (currency) as part of the American Israeli alliance; if not for that, the New Shekel would be worth AT LEAST as much as the dollar by now. the shekel has real economic value (comes from actual economic growth) while the dollars value is artificially maintained.
as for land (real estate) Israel has more untapped potential more that any western country currently.
there is also a project right now in Israel to get most if not all of the wealthy jews from all over the world to come to Israel, and its working well.
why would anyone want to leave at all?
lets not forget that Jewish people are the only people in the world capable of doing real Chesed and not “ill give you just to stop you from complaining and rebelling against me” but out of the continuity of kindness itself.
yet another reason to go and live in Israel.

one of the interesting things about the baal shem tov is the he himself never wrote any books.
however there is a book sold today called “baal shem tov al hatorah” which is a collection of letters written by him,(in hebrew) organized by the parshah.
the book is transcribed on the Sefaria website (and translated to english) so you can see it if you want.
with all the debates going on chasidut these days its helpful to understand the seed torah which started it all.
