School Vouchers are almost impossible to get legal in NY, there is something called a Blaine amendment which was written in the late 19th century against catholic schools, They tried to change it in the 1960’s but it proved to be almost impossible to remove.
And even if somehow vouchers became the norm, by accepting them you would also allow the government to regulate them to an extent like curriculum issues (When you accept the money , you also accept the terms that come with them)
If the community “taxes itself” does that mean yeshivas would be forced to take all kids no matter what? If a Belz Yeshiva for example takes a “community tax” from more MO people and one of their kids who has a TV in the house and goes to movies (and will not stop) do they have a right to refuse entry to such a kid , especially since they took the parents money. If you are going to take peoples money, you are going to have to take their kids as well

It is very expensive to live in Israel and its tough to make Parnassoh there
I dont know if the OP realizes thats you just cant move from Israel to UK or USA, to get to USA you need a VISA, if you dont have one you cannot come to USA and even if you do get one you are not allowed to work without a Green Card or some authorization and there is no social net in USA like there is in Israel

If you have say 5 Kids and the tution is $5,000 a kid, thats $25,000 you need Before taxes and any other expensive (Including food and rent/mortgage) You need to make an insane amount of money to be frum nowadays. If your rent/mortgage is $2000 a month thats another $24,000 you need, $49,000 and you didnt buy food , utitities or transportation or pay taxes yet. You easily need to make $100,000 just to get by. $75,000 isnt going to cut it. and $75,000 is a decent salary.

Setting aside the financial issues, there are other issues some people are already taxed from the kids they already have and cannot handle anymore kids. Not everyone can handle 10 Kids or 8 Kids or whatever number and its not good for the parent or the child when this happens

Until the 1960’s relgious rights were somewhat limited. While its true you could get a new job everyweek at some point many people gave up and eventually worked on Shabbos.
The US army did not have kosher provisions and while some tried (and did keep kosher) many were not able to.
Things like leaving work early on Friday was unheard of. Money for Yeshivas (There is indirect money and lots of it for stuff like books, School buses and more)
You needed people to get the laws and attitude in the US to be changed in order for frumkite to exist.

No, they would stay home.
Maybe for the first week or 2 , but having a teen home alone doing nothing while their friends are going to school is a recipe for disaster. At least in Public school they might be doing something productive

To claim relgious reasons to drop out might not apply here since other relgious jews attend school which is not the case with the Amish
But the reality is these kids will likley go to public school.
And to put the blame anywhere but the yeshivas for MOST (not All) of these kids is misplaced (There are always kids like severly disabled like autistic or severly developmentally disabled or maybe violent who should not be with anyone except super qualified teachers)
