here is a crazy story circulating in the news the past few weeks.
it seems that Somali people were scamming the gov’t of most of the welfare money coming to the state. this seems to be a big deal as the whole state is suffering. apparently the federal government had to get involved. what’s worse they transferred much of the money to relatives in Somalia and nearby Kenya (see world map) and buying property in those countries
whats your take on this story? my personal impression is as follows:
1) that welfare as a concept and the programs associated with it are inherently prone to corruption becuase of the goverment wanting to maintain social order and tharefore not bieng quick to investigate them. think about it: if, hypothetically, every welfare program in the whole country were to be investigated how many of them would be found guilty of fraud of some kind? I would say at least one third (1/3)
2) know the culture and thinking of the migrants you allow into the country.
