He is saying a sevara that if in the winter, the separation between meals is three hours, and it’s muttar to drink milk then, that must mean that the taste of the meat doesn’t linger more than three hours (which he assumed is the reason to wait) so you don’t ever, even in the summer, need to wait longer than that.

If the bakeries overproduce, it is because they want to have a nice selection, and there’s no way to know precisely how much of each item to sell. That is a business decision, and I assume they know their business better than you or I, and will profit more this way. That is not bal tashchis, and it is unfair for you to want them to suffer a loss.
I know a few bakeries who donate leftover challahs, bread, and pastries to needy families before Shabbos every week. I’m also aware of takeout places which donate leftover food to bikur cholim rooms in hospitals. There are dedicated volunteers who spend hours on erev Shabbos picking up and delivering food.
Erev Pesach, obviously, no bikur cholim or other tzedakah organization will take chometz to distribute for Pesach.
I’m not sure what you want – they leave it out for whoever will use it before the zman, or for non Jewish needy people to take. You would prefer that they donate it to some organization, so you should advise the bakeries as to which, and they can decide if they think that’s a better idea.
Meanwhile, it looks as if you’re good at spending someone else’s money and time.

It seems that you think the answer to these two questions is yes, but I would like you to confirm or deny, because the answer is no, and I don’t think anyone of authority says otherwise.
Your new category of “cholov hamachine” does not make sense since the issue was never who did the milking, but rather whether there was supervision ensuring cholov tamei wasn’t mixed in. Your new heter seems to based on a fundamental misunderstanding of what the gezeirah was.

Some schools give out lists of pre-screened books. Would trust a kid to do the screening?

Syag, it’s okay to swim with a lifeguard, and okay to walk into a library if the parent knows what’s okay and is supervising. I’m not sure that we’re disagreeing.

Yes, the child can walk into the library on their own. They can also walk into McDonald’s on their own. If you allow them to go to the library, you are essentially being mechanech them that the library is a kosher place to be, and if not, that it’s not a kosher place to be.
Will they listen? Hopefully, if you have a good relationship with them, and they know your Yiddishkeit is sincere and real, they will want to please you and emulate your values.

Many of these types of factors, including that the cost of non kosher milk exceeds that of kosher milk, are discussed in the poskim. The bottom line is that if you rely on R’ Moshe’s heter, and aren’t machmir on the treifah shailah, it’s okay, and if you’re makpid on the classic definition of cholov Yisroel (or the treifah issue), you need to buy milk which has been supervised.

Right. The gezeirah was that someone who really wants to will mix in milk folrom a beheimah temeiah (any, not just pig).
If there was a mashgiach ensuring that the process went as it is supposed to, including the packaging, it would be cholov Yisroel. If not, it’s cholov stam. Nothing changed in that regard.
